The Securities and Exchange Commission has a new top cop and he is coming directly from the bowels of Wall Street. Robert Khuzami, Deutsche Bank’s general counsel for the Americas, has been named director of the S.E.C.’s Division of Enforcement. Mr. Khuzami replaces Linda Chatman Thomsen, who resigned earlier this month amid blistering criticism from lawmakers that her office failed to protect investors. She was recently taken to task by Congress for overlooking years of tips that the now-disgraced financer Bernard L. Madoff was running a Ponzi scheme.
